Book Summary

This book attempts to explain in English, to non-Japanese readers, the basics of an overall modus operandi of Japan's governance in which public administration plays a pivotal role in the management of social affairs. The book consists of two parts: I Basics of Public Administration and Governance; and II Case Studies on Public Policy Development and Administration. Part I provides an overview of (1) institutions and the processes of public policy making in which the bureaucracy has demonstrated substantial influence, and (2) the major administrative reforms that have been built in as a social apparatus enabling the sustenance of democratic and development governance in this administrative state during the post- war period. Particularly, the methods and procedures of the Hashimoto and Koizumi reforms are analyzed. Part II describes basic structure and recent trends of specific policy areas, prepared by over a dozen contributors based on their own professional expertise. The cases include consumer policy, postal privatization, science and technology administration, medical services reform, agricultural policy, environmental policy, the role of citizens in local environmental governance, a sample survey of households' contributions in local environmental administration, e-governance, Japan's contribution to the UN peacekeeping operations, and policy and administrative evaluation systems.
This book was written right before the birth of the new political regime of the Democratic Party established in mid-September 2009 after its sweeping general election victory. However, this long overdue English textbook hopefully offers a better grasp to readers of the basic foundation of Japan's public administration that is still kept unchanged in essence.
